MCA-T Signed Implementing Entity Agreement with National Bureau of Statistics (NBS) on January 18, 2010 for the purpose of gathering baseline data necessary covering the water project components in the Tanzania Compact package using the National Panel Survey (NPS).

The exercise to be carried out is one of the critical functions of the Monitoring and Evaluation (M&E) activities designed for better efficiency in managing the outputs of the compact implementation.
This forms the basis for comparing intervention changes before and after intervention and hence able to determine the attributable differences to accounted as the project impact. It is through such data that one can measure development or stagnation.
It will also enable the establishment of long term intervention needs through the collection of current situational information before an intervention (baseline data) and after intervention (post line data).

December 22nd 2009 the Millennium Challenge Account-Tanzania (MCA-T) signed the first works contract with Sinohydro Corporation Ltd from China worth TZS 69.9 billion (approximately USD53.8 million) to upgrade the Tanga–Horohoro Road (65km) to bitumen standard.

upgrading Tanga-Horohoro Road Project. The event took place at MCA-T Office on 22nd December 2009.
This is the first major works contract to be signed since the signing of the $698.1 million grant extended by the USA Government through the Millennium Challenge Corporation (MCC). President George W. Bush and President Jakaya Mrisho Kikwete signed the grant Agreement on the 17th February 2008. It is a five years development package designed to undertake projects impacting on poverty eradication. Covered sectors are transport, energy and water.

Millennium Challenge Corporation (MCC) Vice President of Compact Implementation Mr. Jonathan Bloom (1st R)visited Tanzania in October 2009 with the objective to learn on progress and challenges of Compact implementation.
Mr. Bloom had an opportunity to meet with Millennium Challenge Account-Tanzania (MCA-T) Management team headed by Chief Executive Officer, Mr. Bernard S. Mchomvu (1st L)
